Northrop Grumman IT Delivers Customer’s First CARD and ICE

The NGA had never developed a Cost Analysis Requirements Description (CARD) or Independent Cost Estimate (ICE) for its multi-billion dollar programs. With an oversight review pending for nine of their largest acquisition programs, the National Geospatial-Intelligence Agency (NGA, formerly the National Imagery and Mapping Agency) needed accurate and defensible results – fast. NGA turned to Northrop Grumman IT.

With a team of five analysts using our proven CARD development process coupled with a vast array of tools, Northrop Grumman IT produced a fully documented, all-encompassing CARD and ICE – totaling more than 1,000 pages – in just over four months, on time and under budget.

The result: NGA successfully passed the milestone review and this award-winning effort was the basis for a significant increase in agency funding. Moreover, the government oversight organizations approved both the CARD and the ICE on first submission and hailed this effort as an industry best practice.
