Supporting federal government programs

Northrop Grumman IT supplies financial systems for service branches and agencies throughout the Federal Government. We developed the Case Management Control System, an extremely complex system used to manage the Air Force's foreign military sales program and the Program Budget Information System, the primary system used by the Department of the Navy to develop their budget and manage budget execution. The Office of the Undersecretary of Defense (Comptroller) uses the Northrop Grumman IT developed Comptroller Information System to capture, validate, and report automated financial data reflecting the status of the Defense Budget formulation each year. We are currently developing Invoice and Financial Management System, which supports the FAA's Telecommunications Infrastructure Program Office. Contract activities include review and reconciliation of telecommunications invoices, resolution of invoice disputes directly with the vendor, review and reconciliation of FAA telecommunications payment data, and financial analysis and budget tracking. Northrop Grumman IT has also conducted system studies that have led to the enhancement or reengineering of major DoD accounting systems, including the Defense Joint Accounting System, the Defense Cash Accountability System, and the General Accounting and Finance System.

Streamlining tax collection

Today, the Internal Revenue Service (IRS) processes tax returns faster. Refunds go out sooner. And questions are answered swiftly and more accurately. At Northrop Grumman IT, we helped supply the technologies that are making these streamlined services possible. We work with the IRS to modernize tax systems and services. Our SCRIPS integrated document-imaging solution has processed more than 900 million tax forms-and continues to help the IRS provide more efficient service to taxpayers.

We also provide tax modernization solutions to state governments. In New Jersey, we helped the Division of Revenue implement a 2-D barcode processing system that processes tax returns more rapidly, efficiently, and accurately. Because of the system, the state estimates that it saves 1,000 labor hours for every 40,000 returns received.

Electronic Benefit Transfer (EBT) solutions

Across the United States, our EBT solutions deliver human services and welfare benefits quickly and reliably. Northrop Grumman IT is a leading provider of these solutions, which employ debit-card technology and high-volume transaction processing. In the State of Illinois, for example, we provide data processing and program management of EBT services for the state's food stamp program and five cash assistance programs.

DoD's #1 Electronic Data Interchange (EDI) provider

Northrop Grumman IT created the Defense EBusiness eXchange (DEBX), the most powerful information and data sharing system in the world. Interfacing with more than 30 DoD financial and financial feeder systems, DEBX processes millions of business and data transactions among government agencies and industry trading partners every day. DEBX is also the most comprehensive, integrated solution of its kind. It validates, translates, and archives transactions to guarantee end-to-end accountability. And, it instantly delivers procurement, finance, travel, transportation, and logistics transactions anywhere they're needed.

Award-winning innovation for the DFAS

NGIT hosts and provides technical support and on-site EDI translation services for the Defense Finance and Accounting Service's (DFAS) Web Invoicing System (WinS). Every month, the WinS system enables more than 8,000 vendors worldwide to submit more than $3 billion of commercial invoices, public vouchers, and progress payment requests to multiple DoD vendor payment systems. Northrop Grumman IT and DFAS have shared several awards for this system, including the 2000 Center of Excellence for Information Technology Award, the 1999 Chief Information Officer Council Award, the 1999 Association for Enterprise Integration (AFEI) Technical Excellence Award, and the 1999 E-Gov Pioneer Award.

Caring for kids

We host and provide on-site EDI support to DFAS' Kids 1st Garnishments application. This groundbreaking program enables child support agencies across the country to submit payment requests to DFAS involving DoD military and civil service personnel.
