LOGICON WINS CONTRACT TO SUPPORT NATION'S LARGEST ELECTRONIC BENEFIT TRANSFER SYSTEM

HERNDON, Va. - Apr. 12, 2000 - Logicon Inc., a Northrop Grumman Corporation (NYSE: NOC) company, has been selected by the Texas Department of Human Services to support the state's electronic benefit transfer (EBT) system.

The five-year contract is valued at $19 million and includes a five-year, $20 million option. Final contract award is subject to governmental approval by the U.S. Department of Agriculture Food and Nutrition Service.

The Texas Department of Human Services EBT system delivers Temporary Assistance to Needy Families and food stamp benefits electronically to approximately 1.4 million recipients, making it the largest system of its type in the nation. These recipients access their monthly benefits using a magnetic stripe debit card in combination with a personal identification number at point-of-sale devices in about 13,000 retail stores across Texas.
Northrop Grumman Technical Services Inc., an element of Logicon's Operations and Services unit, will lead the contracting team. Transaction Processing Services Inc., Austin, Texas, will provide application software support and maintenance. Work on the project will be performed at Disaster Recovery and Operations Centers in Austin and San Angelo, Texas.
