NORTHROP GRUMMAN APPOINTS CYNTHIA KONIECZNY DIRECTOR, TEXAS STATE PROGRAMS FOR ITS INFORMATION TECHNOLOGY SECTOR

AUSTIN, Texas -- Oct. 8, 2002 -- Northrop Grumman Corporation's (NYSE: NOC) Information Technology (IT) sector announced today the appointment of Cynthia Konieczny as director, Texas State Programs.

With more than 12 years of technology, business development and public sector industry experience, Konieczny will be responsible for leading Northrop Grumman IT's state and local team in Texas, ensuring the company's commitment to growth, business development and marketing for state and local programs in the state of Texas.

"Cindy has achieved an impressive business growth track record," said Cheryl Janey, vice president, State and Local Programs, Northrop Grumman IT. "She will be key to leading our Texas team to new heights in the future."

Northrop Grumman IT's state and local business provides a strong array of IT services throughout the state of Texas. The company manages IT infrastructure management and planning, e-portal support and third party applications assistance to the state of Texas from the West Texas Disaster Recovery Center. Additionally, the Texas Department of Protective and Regulatory Services outsources its IT functions to Northrop Grumman IT from the help desk to network operations and desktop support. The Texas Department of Human Services also relies on Northrop Grumman IT for the administration of its electronic benefits transfer system.

Prior to joining Northrop Grumman IT, Konieczny served a director in Deloitte Consulting's Public Sector practice and has supported various clients for the past 12 years. She most recently managed the Texas Integrated Eligibility Redesign System project, leading the business development effort that ultimately led to the award of a $90 million contract for systems integration and training services. Konieczny also served as the project manager for the West Virginia Recipients Automated Payment and Information Data System project, managing day-to-day operations and staffing, and providing technical and project management direction. She also served in project management capacities for the Delaware Client Information System program.

Konieczny held technical and managerial positions for the West Virginia Recipients Automated Payment and Information Data System project, the Wisconsin Client Assistance for Re-employment and Economic Support program, and the F lorida Online Recipient Integrated Data Access program.

Konieczny earned a master's degree in Public Management and Policy from Carnegie Mellon University and a bachelor's degree in Business Information Systems from Robert Morris College.
