The Enterprise Business Solutions division includes technical and functional human capital management (HCM) and enterprise resource planning (ERP) experts who provide large-scale enterprise software solutions, integrated business systems and a range of consulting services that help modernize and improve government business operations.
We enable the success of our customers by meeting their mission-oriented business needs. We excel at planning, developing, implementing and maintaining commercial off-the-shelf (COTS) ERP systems, with special focus in the areas of HCM and supply chain management. To ensure our success, we continuously apply lessons learned and develop best practices, as well as incorporate industry trends and leading technologies into our approach for each customer. Our experience and success in this market can be attributed to our collective understanding of the underlying complexities of enterprise systems (the do's and the do not's), our ability to stay current with the rapid evolution of supporting technologies and our consistent ability and continuous commitment to develop and provide quality enterprise-level solutions and services while minimizing risk and transition impact. This all equates to success on some of the most intriguing enterprise solutions and service programs in Government today.
Human Capital Management Northrop Grumman is supporting some of the largest HCM implementation and transformation programs in the world. Some of our accomplishments include the successful deployment and maturation of the HR Connect solution at the Department of Treasury, leading it to become one of five OPM-approved HR Line of Business solutions in the government. The successful implementation of PeopleSoft enterprise applications that can support multi-level security networks at the Defense Intelligence Agency and the successful march towards the deployment of the first centralized the Department of Defense (DoD)-wide military human resources and payroll application solution (DIMHRS) are two other examples of progress made in groundbreaking HCM programs. In each case, we are transitioning some of the largest enterprises from numerous legacy and stovepiped systems and subsystems into a single, fully integrated enterprise solution that will support the current needs of an enterprise-wide HR management system (HRMS) and the increasing mobile demands of the 21st century workforce.
For the Department of Homeland Security (DHS), Northrop Grumman is working with the government to support one of the largest human capital transformation efforts ever attempted. On this program, we are working with the Human Capital Business systems program to help transition more than 100 component-level HR systems that support individual agencies into a single, enterprise-wide HRMS solution that will help the DHS meet the goals and objectives of the Human Capital Operational Plan (HCOP). Working with multiple COTS vendors and subcontractors, the technologies being deployed on this program include: PeopleSoft Human Capital Management, Plateau Learning Management, Softscape Performance Management and Kronos Web Time & Attendance (WebTA) solutions. In addition to providing human capital deployment services, we are also providing a wide range of HR service offerings that include support for policy planning and guidance, executive leadership planning, training, program liaison and Federal HR transaction processing activities.
HR Connect, within the Department of the Treasury, is a proven, integrated automated HR system based on PeopleSoft and other COTS application products. HR Connect provides enterprise HR capabilities, including personnel transactions, recruitment, position management, employee relations, e-performance, emergency contact, drug test tracking, payroll integration and multiple employee/manager self-service features. The system, which has been recently benchmarked to support more than 400k employee records, leverages Oracle RDBMS running on UNIX and SUN server platforms with EMC storage technology. HR Connect is one of five OPM approved HR Lines of Business applications for Federal Government. Today, HR Connect provides cross-servicing support to agencies in four Federal departments and enables more than 150k employees to update and view personal and employment information, including benefits, salary history and personal profile information via the Internet. HR Connect gives managers strategic insight into their organization and improves their efficiency by allowing them to initiate and approve standard personnel actions, realignments and awards. HR Connect also includes reporting tools for analytical and statistical workforce tracking.
The Defense Integrated Military Human Resources System (DIMHRS) will provide fully integrated military personnel and pay capability for the military services for DoD, including their Active, Reserve and National Guard Components. Part of this implementation is standardized data for all Services and Components to provide better data on personnel. The system also will track military personnel into and around the theater, will provide a new payroll solution based on the PeopleSoft COTS global payroll application and will provide more than 70 employee/manager self- service modules to help support the mobility needs of our military. When fully deployed, DIMHRS will be the largest single enterprise HRMS solution in the world, supporting the needs of over 3.1 million service members and will support HRMS peak demands of up to 100k concurrent users stationed across the globe.
For the Defense Intelligence Agency (DIA), Northrop Grumman provides full life-cycle development, implementation, deployment and maintenance services for an enterprise-wide PeopleSoft HRMS, Joint Virtual University Learning Management System (LMS) and Collection Management Application based on COTS applications and standard integration technologies. A unique aspect of this program is that DIA HCM applications have been designed to support DIA requirements across multiple classification network domains. Services provided on this program include project management, functional support, software engineering, systems operations, software maintenance and development support, configuration management, software testing, end-user training, help desk and technical documentation. eZHR is DIA's corporate HR solution based on PeopleSoft HCM applications that handle personnel transaction processing, position management, payroll processing, requisition and applicant tracking, employee benefits, all internal and external training administration and training budget management, career development, civilian performance management, plus a host of self-service functions. Joint Intelligence Virtual University (JIVU) II, based on Plateau Learning management solutions, is DIA's comprehensive eLearning program, serving both the agency and the intelligence community at large. When complete, JIVU II will support:
- Enhanced learning management features to include robust user data tracking, course and resource scheduling and metrics collection
- Synchronous web-casting to support real-time, virtual classroom events
- A knowledge portal interface to provide an online environment for numerous training providers
- Learning content management system (LCMS) and knowledge management (KM) to apply content mining, collecting and assembly/reassembly capabilities to rapidly create online learning content.
Trusted Wisdom (TW) supports the Directorate of Human Intelligence (DH) and the Trusted Wisdom Project Management Office (TW PMO) in technical research and development and operations and maintenance of its mission-oriented applications – Human Intelligence (HUMINT) Online Tasking and Reporting (HOTR) and Defense Digital Interface (DDI). HOTR leverages technology to enable timely and accurate interaction between HUMINT managers, collectors, analysts, customers and decision-makers. It accelerates requirements tasking, collection, reporting, dissemination and evaluation of actionable intelligence. HOTR promotes and enables the DoD HUMINT collection efforts necessary to satisfy the requirements of both national intelligence customers and the warfighters.
Supply Chain Management In addition to providing HCM offerings, Northrop Grumman provides large-scale COTS-based enterprise supply chain management solutions to the Federal government. As an example, the United States Army is undergoing a dramatic transformation in its approach to logistics, and the Global Combat Support System (GCSS)-Army Field/Tactical (F/T) program sits at the heart of this transformation. GCSS-Army (F/T) has recently deployed SAP ERP business applications designed to replace multiple tactical Army standalone legacy systems for supply chain management. The new solution has been designed to support mobility, modularity and scalability requirements of the future force. Upon completion of full deployment, GCSS-Army (F/T) will support more than 100,000 end users, or about a quarter of the total active Army, making it one of the largest scale supply chain systems across the globe. It has been designed to track the location and state of Army assets with in-depth logistics information available on a near-real-time basis and integrating the entire supply chain from manufacturing to implementation in the field. GCSS-Army will provide complete visibility and tracking into the full Army logistics chain, from procurement to fulfillment. It is a key enabler to transforming the Army logistics supply chain, which has until recently been heavily dependent upon paper and custom-code oriented processes and procedures.
Case Management Northrop Grumman can provide a range of case management implementation service offerings to the public sector, ranging from administrative case systems typical in customer and citizen service industries to complex, investigative large-scale case management solutions that carry heavy dependencies upon multiple data sources for related data. Our team can provide niche solutions using innovative technologies designed within a flexible case architectural framework. Our approach to case management solutions can help organizations improve information collaboration, analysis, and improve their ability to provide quality administrative services to our citizens. Our visualization tool for case management, based on Vizible technology, can provide customers with a unique way to assemble, present and better manage case information that can span numerous data sources in multiple media display formats.
