IT Management
  • State of Texas Data Center: State agencies throughout Texas outsource their processing and disaster recovery functions to the State of Texas Data Center, achieving significant savings for the State. Northrop Grumman is the single point of management for the State Data Center, which is facilitated by the Texas Department of Information Resources (DIR). Northrop Grumman provides infrastructure management and planning, networking support, application and disaster recovery planning, e-portal support, and third party applications assistance. Through utilization of the State Data Center and the services provided by Northrop Grumman, state agencies can count on reliable 24/7 service for the most current IT resources and systems at best-value pricing. more>
  • City of Grand Rapids, Michigan: For more than 25 years, Northrop Grumman has provided the City of Grand Rapids with increasing levels of IT support, keeping pace with the ever changing levels of complexity that result with the implementation of new technologies. Since February 1, 1978, the outsourcing services provided by Northrop Grumman have been key to the success of the Grand Rapids Information Technology Department's mission of providing vital government services to the various city departments as well as to the City's residents.
Human Services
  • State of Montana: Northrop Grumman was contracted by the State of Montana to design, develop, test, and implement a child-support-recovery system. This two-phased contract required a development phase and a facilities management phase. The System for the Enforcement and Recovery of Child Support (SEARCHS) significantly improved the collection of child-support payments for Montana children and increase the effectiveness and efficiency of Department of Public Health and Human Services (PHHS) child-support-enforcement workers. SEARCHS automated the enforcement activities of 140 caseworkers, attorneys, accountants, and administrative staff statewide. It is a critical tool in dealing with Montana's active child-support caseload -- a caseload growing at a rate of 500 new cased each month.
  • Illinois EBT: In the early 1990s the Federal government passed the Welfare Eligibility Act, revolutionizing the way welfare benefits are distributed by the Federal government and administered by the states. As a provision within this act, states were given 10 years to implement electronic benefits transfer (EBT) systems. Illinois Department of Human Services (DHS), the agency responsible for carrying out this mandate, implemented EBT quickly, providing its citizens with model, high-tech access to welfare benefits through a debit card, providing benefit recipients with access to goods and services with a simple swipe of the card. Illinois' EBT system is a model for other state programs and for guidelines set by the Federal government. Northrop Grumman provides reliable, efficient data processing, overall coordination and program management of EBT services for Illinois' food stamp program and five cash assistance programs, supporting over 450,000 cases per month. more>
  • Texas, Department of Human Services. The Texas Department of Human Services EBT system delivers Temporary Assistance to Needy Families (TANF) and food stamp benefits electronically to approximately 1.4 million recipients. These recipients access their monthly benefits using a magnetic stripe debit card in combination with a personal identification number at point-of-sale devices in about 13,000 retail stores across Texas. Northrop Grumman has installed and maintains the necessary central site and back-up computer and communications network hardware needed to execute the operating system software and application programs for the electronic benefit transfer (EBT) host processing environment. Services are provided from a Northrop Grumman operated data center in Austin, Texas.
Public Health
  • State of Montana Department of Public Health and Human Services: The Public Health Data System (PHDS), developed for the Montana Department of Public Health and Human Services, provides the foundation for an integrated approach to delivering public health services at the state and local level. Major modules include client master index, maternal child health (case management), family planning (clinical), immunization registry and billing. PHDS uses a common intake function for administering multiple public health programs, which allows public health offices to enter client data into a single application and to share that data among all authorized users within a defined public health community. PHDS is complimented by a comprehensive, parameter-driven reporting capability and offers useful access control measures based on client authorization and staff roles. Access to confidential client data is carefully controlled using client authorization and security routines, allowing only authorized public health staff to access the appropriate portion of a client's record. The immunization component of the PHDS meets the standards set by CDC for an immunization registry. The PHDS immunization component contains a CDC sanctioned individual assessment algorithm for immunization status. Population-based assessment of statewide immunization status is facilitated through an automated export of data to WinCASA. The PHDS immunization module generates all required reports and is fully integrated with inventory and billing functions. A web-enabled version of the immunization module is also available.
  • Delaware Health and Social Services: Northrop Grumman has partnered with the Delaware Health and Social Services (DHSS), Division of Public Health (DPH) to implement the Delaware Electronic Reporting and Surveillance System (DERSS). Our approach is to customize and implement an integrated set of Commercial Off-the-Shelf (COTS) components and custom-coded modules. The resulting solution suite enables direct electronic importation of data into an on-line information repository and for Web-based disease reporting and investigation against that repository. DERSS implements the vision and concepts of the National Electronic Disease Surveillance System (NEDSS), developed by the Centers for Disease Control and Prevention (CDC). DERSS leverages the NEDSS architecture investment to serve as a platform for multiple public health information systems and is a critical component of Delaware's overall plans to address early warning preparedness and the threats of bioterrorism. more>
  • State of Rhode Island: KIDSNET is an integrated child health information system utilizing a relational database developed for the State of Rhode Island. The system integrates data from 10 public health programs including Universal Newborn Screening for development risk, Newborn Bloodspot screening, newborn hearing screening, Vital Records, WIC, Lead Poisoning, Early Intervention, Home Visit Risk Response and Birth and immunization. The solution utilized the data-warehousing concept for managing data and includes a built in immunization registry. Data received from each of these programs is linked to a child's immunization history to provide a holistic view of children's health information for providers, Department of Health staff and other authorized users.
  • Centers for Disease Control and Prevention and the State of Texas, Pharmacy Inventory Control System (PICS): Recognizing the need to improve health concerns and security, and wanting to fully utilize the opportunity, the State of Texas applied for and was successful in receiving a grant from the CDC. The grant, originally worth $5 million, would allow the State of Texas Department of Health to develop and deploy a web-enabled workflow management system for the State of Texas Pharmaceuticals. Needing an experienced systems innovator, and seeking a trusted partner, the state called upon Northrop Grumman to create and implement a pharmaceutical supply chain management system, which ultimately would save the State of Texas an estimated $9.3 million dollars over a five-year period. Northrop Grumman responded with the innovative solution, appropriately know as the Pharmacy Inventory Control System (PICS). The first system of its kind, PICS provides inventory management for the Texas Department of Health (TDH) Pharmacy Division for receiving orders, repackaging, storing, distributing, tracking, and maintaining inventory data for TDH programs.
Public Safety
  • Ohio Office of Information Technology: Northrop Grumman is the prime contractor and systems integrator for the Ohio Multi-Agency Radio Communications System (MARCS). MARCS serves 20 state agencies with public safety/service responsibilities. Ohio MARCS will provide a backbone network linking all participating agencies over one communications system to ensure a real-time, free flow of information between law enforcement and emergency services. MARCS is a complex computer and communications network designed to provide instant voice and data communications statewide. more>
  • City of Los Angeles, Los Angeles Police Department: Northrop Grumman is the prime contractor and systems integrator for design and integration of two new centers, and associated systems. Under normal operation, each facility will share city-wide dispatch requirements and provide back-up for the other facility. The design includes new dispatch center consoles, improved 911 and non-emergency telephone service, replacement of LAPD's computer-aided dispatch system, and new interfaces to the department's digital voice and data radio systems. more>
  • City of Chicago: Chicago is home to one of America's biggest CAD/911 systems, in terms of mobile and portable data terminals used and the number of calls handled. Supplied by Northrop Grumman IT, the system enables Chicago police and fire departments to automatically identify and pinpoint the location of callers and then locate available resources to mobilize the most effective responses in the shortest time. In addition to CAD, the system includes management information systems and communications services for the City's Office of Emergency Communications. The system also interfaces with a wide range of external systems and databases, including Chicago's fire pullbox alarm system, criminal justice networks, the City mainframe, and a weather system. more>
  • Los Angeles County Fire Department: In a city where any day can bring an earthquake, a large brush fire or high profile rescue played out on live television, the men and women of the LA County Fire Department must be able to rely on their equipment and systems to function in an emergency. With 5,000 employees supporting three and a half million residences within 56 cities over a 2,278 square mile distance, the Los Angeles County Fire Department faces unique challenges and relies on Northrop Grumman technology and systems. more>
  • Valley Communications Center, Kent, Washington: Long before the horrendous attacks against America on September 11, 2001, Chris Fischer was already pre-planning for a full-blown communications disaster center. As the Director of Valley Communications, located in South King County, Washington, Chris spent eleven long years as the driving force behind the planning and development of a new state-of-the-art secure communication center. Valley Communications' service area spans from Seattle's southern boarder to a few blocks south of the Pierce County line and from Vashon Island to the foothills of the Cascade Mountain Range-they are second in size only to Seattle Communications. more>
Criminal Justice
  • Maine Department of Public Safety: Northrop Grumman designed, developed and implement a state-wide computerized criminal history records system. Crime investigators and other criminal justice members now depend on our multi-function criminal history record system for criminal history and sex offender data.
  • Puget Sound Law Enforcement Information Exchange: Northrop Grumman will design, engineer, procure and install the Law Enforcement Information Exchange (LInX) system for state and local law enforcement agencies as well as the Naval Criminal Investigative Service (NCIS). LInX is a data warehouse system containing information from participating state and local law enforcement agencies that can be securely accessed using a standard web browser. With LInX, police officers, investigators and crime analysts will be able to connect sketchy and disparate pieces of information within seconds from databases in Seattle, Kitsap, Snohomish and King Counties; Washington State Patrol and Washington Jail Booking and Records System; and NCIS. more>
Intelligent Transportation Solutions
  • Atlanta Advanced Regional Traffic Management System: Northrop Grumman designed, engineered and integrated the Atlanta Regional Advanced Transportation Management System. As the prime contractor, Northrop Grumman also was responsible for the A&E design and construction management of the new traffic management facility. This system includes a communications backbone, a regional transportation management center (TMC), and six local transportation control centers.
  • Louisville Traffic Response and Incident Management Assisting the River Cities (TRIMARC): In partnership with Indiana, Kentucky, and Louisville, Northrop Grumman developed, built, operates, and maintains an incident management system for major roadways in the Louisville and Southern Indiana area. more>
  • Advanced Regional Traffic Interactive Management and Information System (ARTIMIS): Northrop Grumman, in conjunction with government partners, has implemented the first intelligent transportation system in the nation to operate seamlessly across state boundaries. In partnership with the state of Ohio, the Commonwealth of Kentucky and local cities and agencies, Northrop Grumman designed, integrated, operates, and maintains the in the Cincinnati-Northern Kentucky Urbanized Area. This partnership, of private sector and multi-agency entities, has demonstrated unprecedented cooperation to address the challenges of transportation management in the region.
Identification Systems
  • UK National Automated Fingerprint Identification System (NAFIS): In the United Kingdom, our National Automated Fingerprint Identification System provides an integrated fingerprint system and an IT infrastructure to connect nearly 50 police forces and agencies, encompassing hundreds of workstations and live-scan units throughout England and Wales.
